Warm some oil in a medium saucepan over medium heat. Toss in the mushrooms, onion, celery, and garlic, and cook everything until it's nice and tender. Next, add the barley along with the vegetable broth. Bring it all to a boil, then cover the pot and turn the heat down to low. Let it simmer gently for about 45 to 50 minutes, or until the barley is soft.
